
Delays in budget execution, as well as weak systems of control, with consequent scope for leakages and discretion in the allocation of resources may adversely affect quality and efficiency of service delivery.The purpose of the PETS is to establish the extent of delays and leakages in the budget execution system, and how these problems impact on service delivery. This training will introduce a variety of issues that are commonly addressed in the tracking of public expenditures in a country as well as issues that are specific to the education and health sectors. In addition, the training will provide an overview of the full range of tools that are currently used to track public expenditure. Whenever possible, relevant case studies from other countries will be discussed.
